Paul leads BDO Cerberus Regulatory Consulting which offers regulatory advice and support to Guernsey regulated sector. Paul's arrival at BDO follows the BDO acquisition of Cerberus announced on 1 May 2020.
Paul began his career at the Guernsey Financial Services Commission (GFSC) where he initially worked in the Investment Business Division, before becoming one of the founding members of the Financial Crime Division where he was most recently an Assistant Director with a focus on financial crime policy. Through that role Paul rewrote the GFSC Handbooks on Countering Financial Crime and Terrorist Financing, collaborating with the States of Guernsey Policy and Resources Committee and the Law Officers on the drafting of the changes to the Criminal Justice (Proceeds of Crime) (Bailiwick of Guernsey) Law, 1999.
While at the GFSC, Paul’s other responsibilities included conducting thematic reviews, managing the Commission’s Financial Crime Risk Return and Inherent ML/FT Risk rating process, and supporting the Commission’s AML/CFT engagements with businesses, including leading and participating in on-site inspections.
Following his time at the GFSC, Paul went on to found Cerberus, a governance, risk and compliance consultancy, in August 2019. The opportunity to integrate the business with BDO Guernsey and launch BDO Cerberus Regulatory Consulting in 2020 was a timely opportunity to unite two like-minded businesses and growth ambitions.
Paul has a keen interest in FinTech and RegTech developments.
